Proximity voice chat!

After a lot of development it is finally here, though this is still a very early beta that will probably have some issues, here are the know ones:

maximum volume is not configurable (slider in /voice moves a lot)
volume only updates if the other user is visible on your screen (like not behind you, behind a wall doesn't matter)
