General Changes
- Reworked Config Settings related to Performance.
- Sculk Horde now has an auto performance mode that will slow cursors if Server TPS is below 15.
- Added config setting for max active nodes.
- Added config setting for max population of cursors.
- Added config setting for cursor population before triggering auto performance mode.
- Fixed Crash related to running server code on client.
