The Superflat versions, structures spawn below the Bedrock and you can build there! Certain structures on the surface break through the bedrock (temples, shipwrecks, ruined portals, trail ruins, etc.)
The Flat Dimensions Data Pack
Modeled after the "Overworld" Superflat Preset. All the land is capped at sea-level. Foliage, ores, rivers, oceans, all generate like normal. There is also a version with caves if you are interested in that!
