To summon the fully powered beacon use /trigger beacon this command will check if there is enough space to summon a beacon (you need a 9 by 5 by 9 all in the positive axis) but if you want to forcefully summon the beacon you can use /function beaconsummon which will not check if there is enough space and will simply replace any already existing blocks
