Flan 1.10.9

• Move config init to earlier point. Fixing datapack fails when using flan commands in them
• Add required claimblocks to chat feedback when claiming and failing
• Fix usernames in default claim names
• Fix nullpointer with dynmap and worldedit (or "fake worlds" stuff)
• Add permission to prevent hurting named entities
• Fix arrows crashing the game
• Add decorated pots to projectile permission
