Flan 1.11.5

• Claim permission fields now use snake_case:
  • Old permission json will still work but throw a warning
  • Removed description field as thats done via a language file
    • name key is flan.permission.<id>
    • description key is flan.permission.<id>.desc. see the mods language file for examples
• Removed use3d command. Its now merged with switchMode
• Show mode when holding tool
• Fix 3d subclaims not possible
• Update command formatting and translations
• Fix particle display not showing claim edges
• Claim tools now show nearby claims instead of only the one the player is currently in
