fixed recipes not working on neoforge
- fixed rei sprite
- added options to sort ingredients by ID and to hide non base potions
corrected neutral efects
- fixed effect providers recipes being broken
- neutral effect will be correctly marked as such

backported a fix
fixed an issue where i was accidentally multiplying a matrix by itself instead of by a vector I wanted to transform. this has some very niche bugs with some mods
existing tooltips will now properly be hidden and jei ones shown instead when EMI is installed JEED will turn off its toltips instead as it cant cancels the ones emi itself renders
