When a match is set to be online, players that do not have their account linked are no longer allowed to join via direct IP.

The server has been updated to ping @Minigame Join Ping in #portal whenever a public game is created. This works in all versions of Minimega from 0.0.1-alpha.15 to 0.0.1-alpha.15.5.
