Final Modfest Release (hopefully)

Fixes several lang keys. Tipped arrows and lingering potions now display their names and effects correctly.
Fixed a problem where Arrow of Mutagen wouldn't mutate animals it didn't kill
Despawn timer added for mutants that have been left idle (unridden)
Config added, for now it only configures the despawn timer
