Stackable Shulkers Fix

Fixed incompatibility with Lithium 0.14.

Added carpet rules:

• hopperShulkerStacking
• overstackedShulkerSignalStrength
• hopperCollectSingleShulkers
• minecartCollectSingleShulkers
• overstackedMinecartSlowdown

Fixed typo in compat mixin with Lithium 0.12.

Added clientShulkerSync rule from the Carpet issue #1899 (by ch-yx).
This behavior is disabled by default and only required if you have players without Tweakeroo on your server.

Fixed shulker boxes stacking with Lithium 0.13.

Fixed comparator signal strength calculation with Lithium installed.
