Fixed a bug where blocks didnt render the cutout unless you had the Sh*tpost mod installed

Currently removes the modified sculk patches for now untill I can get more sculk sensors to spawn.
some fixes, nothing to speacial
fixed world gen when mod isnt present, also fixed the weird crash when mod isnt present.
Its the same as before just altered for the new config system
